The Ibn-e-Sina Research and Development Organisation, ISRAND, invites researchers, professionals, academics, development practitioners, students, private sector actors, and Afghan experts inside and outside the country to join an online technical seminar focused on Afghanistan’s employment crisis, agricultural modernization, local production, and innovation-driven economic growth.
About the Seminar
Afghanistan faces a serious structural challenge: a large young population, limited employment opportunities, and a deep gap between general education and the practical skills required by the labour market. This seminar brings together three strategic presentations from ISRAND’s Economy, Education, and Agriculture Departments to discuss practical pathways for employment creation, technical training, agriculture modernization, and innovation-led economic development.
The seminar will focus on how Afghanistan can move from fragmented development efforts toward a skill-based, productive, and self-reliant economy. It will explore the role of technical and vocational education, mechanized agriculture, local processing, science and technology parks, startup incubation, innovation funds, and district-level Farmers Learning and Resource Centres.

Technical Presentations
1. Comprehensive Socio-Economic Plan for Employment Creation in Afghanistan
Presenter: Mr. Sayed Azim Hossaini
This presentation will address Afghanistan’s employment crisis in the context of current economic and labour market challenges. It will focus on the gap between education and employment, the urgent need for practical technical training, and the importance of short-term market-oriented courses in sectors such as construction, mechanized agriculture, electricity, and accounting.
2. Avicenna Institute of Technical Education and Science & Technology Park
Presenter: Dr. Asadullah Movahedi, PhD
This presentation will introduce the concept of establishing technical education institutions and science and technology parks in Afghanistan’s major cities. The proposed model links education, research, innovation, entrepreneurship, investment, and production into one ecosystem.
3. Farmers Learning and Resource Centres, FLRC
Presenters: Dr. Najibullah Malik, Prof. Sayed Mohammad Kabir, Helmand University, and Dr. Khal Mohammad Ahmadzai, Kabul University
This presentation will discuss Farmers Learning and Resource Centres at the district level, based on the National Agriculture Extension Policy. The FLRC model connects farmers with extension services, input providers, training centres, demonstration farms, laboratories, machinery support, and public-private service networks.
